City Hall, also known as Zootopia City Hall, is a government building located in Savanna Central in Zootopia. It is the former workplace of Mayor Lionheart and Assistant Mayor Bellwether.
Role in the Film[]
Judy resigns from the ZPD
Judy Hopps and Nick Wilde go to City Hall to ask Bellwether for assistance in accessing the city's traffic camera system. Bellwether complies, taking them to her office and giving them access to the system.
After Mayor Lionheart is arrested and Bellwether becomes the new mayor, she invites Judy and Chief Bogo to her new office, formerly Lionheart's office, where she explains she wants to make Judy the public face of the ZPD. Judy declines, saying she doesn't even deserve her police badge for what she has done, and resigns from the ZPD.
City Hall is directly across from ZPD district one headquarters and the Natural History Museum is immediately to its right. This close proximity explains how Bellwether and the ram police officers under her control were able to get to the museum so quickly after Judy and Nick crashed their subway train into the museum station.

Bellwether's office becomes a major crime scene after the Natural History Museum is vandalized by a mysterious criminal. Judy Hopps and Nick Wilde visit the office to search for clues.
