The Department of Mammal Vehicles (DMV) is a government agency that administers vehicle registration and driver licensing in Zootopia.
Due to the entire staff being sloths, progress at the DMV is nearly stagnant and slow despite the sloths working hard, which can lead to frustration for its customers.
Role in the Film[]
Judy Hopps and Nick Wilde visit the DMV to learn the owner of the vehicle Emmitt Otterton was last seen in. The day turns into night before slow worker Flash Slothmore is able to tell them that the vehicle is a limousine registered to Tundratown Limo Service in Tundratown.

Necklace Nabbers[]
The DMV becomes a minor crime scene in "Necklace Nabbers", the fifth case of the game. While searching for stolen diamond necklaces, Judy and Nick learn from Wilfred that he was meeting his business partner, Phil along with Leonard to buy a sports car and Leonard didn't buy the car because Wilfred missed the DMV appointment with Phil.
At the DMV, Judy and Nick find shredded paper and a portfolio. Flash greets them and says the papers are property of the DMV. Nick asks Flash for the code. Flash says it's 7573529, but Judy stops him and says she'll look at the portfolio outside.
The portfolio contains a pamphlet for Sequoia Towers, and the shredder papers are a sale of goods record which Wilfred stated as a bill he wanted to sell to Leonard through Phil. After seeing that the sale of goods record was signed by Phil, they learn that neither Wilfred or Leonard showed up at the DMV to close the deal.
Later, Phil tells them whenever he's rummaging through trash, he finds interesting things, making a nice comeback in trash. He says he's going to the DMV, saying they have fascinating stuff.
At the DMV, Judy agrees with Phil, as their trash is fascinating. Flash asks how can he help them, but Judy says there's no need. Nick reminds Flash to recite his poetry to Judy. The trash can reveals a velvet bag from Tiger's Eye Jewelry Store. The bag is soft and there are claw marks around the zipper.

- According to The Official Zootopia Handbook, the average wait time at the DMV is 7.5 hours, and making an appointment would save you approximately 3 - 10 minutes.
