Judy's graduation ceremony

As mayor of Zootopia, I am proud to announce that my Mammal Inclusion Initiative has produced its first police academy graduate. Valedictorian of her class, ZPD's very first rabbit officer, Judy Hopps!

Judy's graduation ceremony is an event held by Mayor Lionheart to celebrate the graduation of the recruits from the Zootopia Police Academy in Zootopia.

After Judy Hopps completes her intense training at the Zootopia Police Academy, a ceremony is held to celebrate the graduates. Standing at a podium onstage, Mayor Leodore Lionheart announces that his Mammal Inclusion Initiative has produced its first police academy graduate and then presents Judy, declaring her the ZPD's very first rabbit officer.

Judy walks onstage as her family applauds her and Assistant Mayor Bellwether presents her with her badge. Lionheart officially assigns Judy to Precinct 1 in Savanna Central much to the excitement of Judy and the concern of her parents. Bellwether congratulates Judy, saying it is a proud day for "us little guys". Then Lionheart pushes Bellwether aside and poses with Judy for the cameras while Judy beams happily.

It's revealed later in the movie that Lionheart's decision to assign Judy to Precinct 1 was done without consulting Chief Bogo or seeking his approval. This is another factor that contributes to the difficulty Judy experiences being valued as a "real cop" when she starts at the ZPD. Bogo initially sees her more as a political appointee to boost Lionheart's PR image than a dedicated Valedictorian graduate of the Police Academy.
