The Sheep tourists are on a harbor cruise when the dirt that Dorothy throws off the bridge lands on them.
Judy Hopps and Nick Wilde later arrive on the scene to investigate, asking if they saw who dumped the dirt.
The Sheep tourists say that they weren't looking at the bridge and by the time the dust cleared there was nobody on it.
