Wooly is a ram antagonist that was cut from Zootopia.
Development[]
In an earlier version of the film, Wooly was to be the henchman of Mayor Swinton. He would "shred" important documents by eating them, and disguise himself as a wolf.
His design and character were later reworked into Doug Ramses and/or the Sheep thug.
