Plot[]
Judy goes undercover to question Pango, who is running a phone stand, asking if any of his phones were stolen. To her surprise, Pango recognizes her as a police officer. He tells her they aren't, and that he has a permit to sell them. Judy tries to deny that she is an officer, but Pango says he watches the news, and saw the reports that detailed her part in arresting the last two mayors of the city. He accuses Judy of trying to arrest him too, which Nick, who he also recognizes, denies. Nick explains that they need his expertise on phones to help them. Judy clarifies that they want to understand how someone can delete texts from another phone. Pango agrees, and takes a look at one of the phones they give him that was collected for evidence. Pango informs them that one would have to remote log-in into the phone as the recipient and stop notifications, but their phone, which is a PB&J model, isn't able to do this. He says that with a PB&J phone, high level access to the network is required to delete old messages. Nick recalls that the anonynmous caller behind the theft ring they have been tracking down also knew secret phone numbers of some of the best thieves in the city. Pango looks at the other phones and sees that they are all PB&J phones as well. Judy and Nick suspect that the culprit is either someone who knows their access codes or "someone very high up".
Judy and Nick revisit the airport. Nick reminds her that the evidence crew already looked through the wreckage, but Judy tells him that they were looking for causes of the airship explosion at Tripp Zebrando's phone launch event that confirm what they were told by Donny, not the cargo itself. She hails an airport employee and tells her she and Nick need to look at the wreckage again. To Judy's dismay, the employee tells her that the wreckage has already been cleaned up. Nick supposes that the wreckage had to have been taken somewhere, to which the employee tells him that it was taken to the Zootopia Recycling Depot, where the two officers head to next.
Chuck Flowers greets them with job application forms, assuming that their previous visit inspired them to come work for him. Judy corrects him and asks if she and Nick can see where the debris from the airport crash was taken. He takes them to the hazardous waste section and gives them gear to wear to perform a search. Judy tells Nick they are looking for phones, though they were likely damaged in the explosion. Nick looks around and only sees ash, but Judy finds part of a box, although it is full of more ashes. Nick then spots a whole box in decent condition, which Judy finds to be empty. They realize that the phones in the boxes weren't harmed because the boxes never had phones in them to begin with.
They consult Chief Bogo at the Zootopia Police Department with their suspicions of Tripp being behind the explosion, explaining that he is the only one high up enough at the PB&J company to have access to everyone's phone numbers and delete texts from their phones. They add that he requested that they both be on stage with him before the explosion, and made sure to hand Judy his phone when the Fauna Air crew called to tell him they had to evacuate. They suspect he was pretending to be oblivious to the danger to make them clear out the crowd for him and ensure the disaster would have no casualties. Bogo asks why they think Tripp wanted to hold an event to blow up merchandise that was never on the airship. Judy admits they're a little fuzzy on that part, but Nick presumes that it boosted awareness for Tripp's phones, allowing him to acquire more orders and collect insurance on the destroyed property. Judy also proposes that since the merchandise was secretly safe somewhere else, he could sell the same phones twice.
Bogo tells a nervous Judy and Nick that based on a theory alone, they aim to arrest the richest tech baron in the world who has fame and infinite resources to fight the ZPD in court. To their surprise, he agrees to help, saying that they are often right whether he likes it or not. As he will need evidence for the arrest, he tells them they need to go in wearing a wire and catch Tripp saying something incriminating, and need to do it where he can listen in and tell them if Tripp has said enough to make the arrest. Judy relays that Tripp will be going to a party at the Spinybrook country club that night, at which Mr. Muller said he planned to raid the private rooms. Nick reminds her that Tripp knows who they are, and Bogo agrees that he would have his guard up if they were there. As he wonders who to send to the party, Clawhauser bursts in, offering to share some banana cake. Judy, Nick, and Bogo turn to him, forming an idea.
That night, the four of them arrive at the party in a catering van to spy. Clawhauser is given a tuxedo and hidden a wire with a camera pin and microphone that the others can speak into remotely. Clawhauser isn't confident about going undercover, believing Tripp will immediately know he is a "big phony", but Judy assures him that Nick will coach him through everything. Nick spots Tripp, and Judy tells Clawhauser it's showtime. Clawhauser asks how he will get in, as he is not a member of the club, but Judy tells him that they are getting help from Mr. Muller, who is working with them for a reduced prison sentence. Judy, Nick, and Bogo watch the camera feed from inside the van, where they see Muller telling Tripp that Clawhauser aspires to work in his field and wants advice. Clawhauser is silent at first, and Judy tells him to just say anything. Clawhauser gushes about Tripp's phones, saying he got up early to watch all his rollout events and can't wait for the new model. To Bogo's annoyance, he also says that he wanted to be at the airport during his latest launch event, but his tyrant of a boss wouldn't let him take off work.
Tripp tells Clawhauser to walk with him away from the noisy stockholders in attendance, and gives him a sneak peak at his newest phone model, demonstrating all the new features. Bogo yawns, and Nick, accidentally speaking into the microphone, tells Bogo he looks sleepy. Clawhauser hears this and repeats, "wow, you look sleepy, boss," aloud to Tripp. Tripp admits that he is rather tired, as he has no time to rest due to all the phone's delays. Nick speaks into the microphone again to have Clawhauser praise him, and Tripp mentions that the company is up against supply lines. He tells Clawhauser that there is a cargo ship full of raw materials stuck in a canal on the other side of the world, which are needed to produce the phones and their tech, and that he has to release a limited supply of phones before his competitors bring out their own models so PB&J doesn't lose orders. As a tired Bogo imagines sleeping in his bed, Judy realizes and tells Nick that all of the burglaries they have been investigating were carried out to acquire raw materials and make new phones before the customers realize that there were never any phones on the airship. Clawhauser hears all of this and repeats it to Tripp, who realizes he is a spy.
Tripp picks up Clawhauser and heads to the pool to throw him in. Clawhauser tries to tell him he is with the ZPD, but Tripp doesn't believe him. Bogo charges after them, demanding that Tripp releases him. He knocks Tripp into the pool, saving Clawhauser. As Bogo apprehends Tripp, Tripp tells him that they haven't recorded anything that implicated him. However, Muller gets a call from Clawhauser, who accidentally called him with the phone that Tripp showed him. Nick sees that the phone has all the texts that Tripp sent anonymously. Tripp tells him that they can't take his phone as evidence, but Judy reminds him that he willingly handed his phone to Clawhauser. As he is arrested by Bogo, he claims that all he is guilty of is trying to get a quality product to market.
The next day, Judy and Nick watch news footage on their phone of Tripp's arrest. Nick quips about the reporter not mentioning who caught him, to which Judy says that criminals should think of justice as a big faceless force they can't escape rather than specific individuals. Nick agrees and says it's all about duty, like their current duty of being substitute den leaders for the Zootopia Junior Rangers.
